The Madison Policy Forum was formed by Michael Sheehan and Vincent Viola with the aim of creating a balanced and fact-based dialogue between public and private sector experts to address current national security issues. The goal of each forum conference and subsequent report is to clearly, specifically, and concisely describe the nature of the selected threat to our national security. Policy recommendations will be provided as appropriate but are secondary to a clear description of the issues that will assist in the development of sound national policy. Each conference will produce a report that will include fact sheets, Q&A’s with selected experts, and an overview essay.

Domestic Intelligence and Counterterrorism: An in depth conversation with former high ranking practitioners about the current state of domestic intelligence to determine what major metropolitan cities can do to increase their capability and capacity to conduct effective counterterrorism programs.
